Building Regulations
The short answer
Building regulations are separate from planning. Replacement windows and doors must meet standards for energy efficiency, ventilation, safety glazing and, where relevant, fire escape — whether or not planning permission is needed.

What's covered
- Energy efficiency (Approved Document L)
- Ventilation (Approved Document F)
- Safety glazing and protection from falling (Approved Document K)
- Escape windows where required (Approved Document B)
Competent person schemes
Installers registered with a competent person scheme can self-certify compliance, avoiding a separate building control application.
Historic buildings
Listed and historic buildings may be treated differently where standard requirements would harm their character. Discuss with building control.
