Permitted Development
The short answer
Permitted development rights let householders make some changes without a planning application — including, generally, replacing windows and doors with ones of similar appearance. They don't apply to flats or maisonettes and can be removed by Article 4 directions or planning conditions. Listed building consent is separate.
